About State's Best: The awards began informally in 1993 when Clockwatch Review editor James Plath began compiling a list to distribute at writers' conferences to people interested in submitting their work and patronizing literary magazines worthy of their attention. This past year Clockwatch decided to go public with the list in order to better promote America's literary magazines. Despite their virtual "underground" status, literary magazines have been responsible for discovering and nurturing nearly every major American writer since the twenties, including Ernest Hemingway, T.S. Eliot, and William Faulkner. The Pushcart Prizes, administered by William Henderson and Pushcart Press, have long provided a mechanism for recognizing the best writing published in the small presses every year. But there are really no annual awards to recognize the best literary magazines out of the more than 2000 published every year in the U.S. With this annual list, Clockwatch Reviews editors honor fellow editors whose efforts have made their magazines tops, in our opinion, in their respective states.

Criteria: production values, longevity, editorial judgment and vision, reputation, and receptiveness to out-of-state writers. The above list is, by its very nature, subjective, and in many states the presence of numerous, high-quality literary magazines made it hard to select one "best." We recommend that every writer or would-be writer subscribe to three different literary magazines each year to get a feel for what's happening in contemporary literature, and to help American literary magazines continue to discover and nurture new talents. Please feel free to duplicate this list and share it with friends. Each year the selections are based on current knowledge of the small press scene. Magazines wishing to be considered for the annual State's Best list should include Clockwatch Review in their complimentary/review mailings--and of course those who made the list should also send issues as they become available. After judging, all magazines will be donated to the creative writing department at Illinois Wesleyan University.
